About this opportunity

The West Virginia Office of Shared Administration (OSA) Purchasing Division, on behalf of the Department of Health Facilities William R. Sharpe, Jr. Hospital, is requesting quotes for one handicap vehicle under ARFQ WSH2700000002, with bids due September 8, 2026 at 10:30 a.m. EDT. The solicitation is structured as two separate evaluations—one for state procurements and state federal funds, a second for county/local federal funds under Kanawha County—with the State reserving the right to award multiple contracts to different entities or combine awards if the same vendor wins both evaluations.

The scope is one Ford Transit Wagon Model K1C or equal vehicle equipped with one Braun Millennium Series Wheelchair Lift System or equal. Per Addendum #1 Q&A, the vehicle must accommodate total seating capacity of ten passengers (driver, co-pilot, eight passenger seats comprising three double seats and two single seats) plus two wheelchair positions. OEM Ford solid windows are acceptable in lieu of T-slide windows. The Ford Transit Mid roof model X9C is approved as an alternative to the discontinued K1C model. Any floor plan meeting the specified seating and wheelchair capacity is acceptable without a required diagram.

Delivery location is William R. Sharpe, Jr. Hospital, 936 Sharpe Hospital Road, Weston, WV 26452. Award will be made to the lowest-cost bidder meeting all specifications; split awards will not be considered.

The procurement is subject to extensive federal compliance requirements under 2 C.F.R. 200.317–200.327, including minority business and women's business enterprise promotion, domestic preference for U.S.-produced goods, Davis-Bacon wage rates, Copeland Anti-Kickback Act, Clean Air Act and Federal Water Pollution Control Act compliance for contracts exceeding $150,000, debarment and suspension verification through SAM, equal employment opportunity, procurement of recovered materials, and restrictions on telecommunications equipment from specified foreign entities. Vendors must extend federal compliance obligations to all subcontractors.

State-level evaluation will apply preferences under West Virginia purchasing instructions. County/local evaluation will omit vendor preferences. Vendors must complete and notarize a Purchasing Affidavit confirming eligibility under West Virginia Code 5-22-1(i). Submit bids to Kanawha Valley Building, Health and Human Resources, 300 Capitol Street, 7th Floor, Charleston, WV 25301. Contact Roberta A. Wagner, buyer, at (304) 558-0437 or roberta.a.wagner@wv.gov.
