About this opportunity

The Dallas Area Rapid Transit Authority (DART) is procuring chemical hand warmers through an expedited procurement process designated as opportunity 2097695. This is a time-sensitive procurement with a due date of January 28, 2026, just one day after the posting date of January 27, 2026. Vendors must submit bids through the BONFIRE registration platform and include pricing along with critical information regarding item availability and delivery timelines, as award decisions will be based on a combination of price and availability to ensure timely fulfillment. All submissions must reflect FOB Destination shipping terms with freight costs included in the overall quoted price, and delivery timelines are essential contract requirements with vendor failure to meet specified delivery schedules subject to rejection and default termination. Invoices must be submitted in triplicate to APInvoices@dart.org and include the purchase order number, item number, description, sizes, quantities, unit prices, and extended totals. Payment terms are established as Net 30, with payment issued 30 days from invoice receipt or 30 days from order receipt, whichever is later.

The procurement opportunity documents do not specify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or specific budget ranges. Vendors must comply with DART's comprehensive Purchase Order Terms and Conditions, which establish seller responsibilities including performance of inspections and tests to ensure conformance to specifications, maintenance of commercial warranties consistent with those offered to other customers, and compliance with equal opportunity and anti-boycott provisions. The contract is governed by Texas law with venue in Dallas County, and DART reserves the right to make changes to orders with equitable adjustments made to price or delivery schedules, provided claims for adjustment are submitted within 30 days of change order receipt. No specific award value or budget allocation is disclosed in the available procurement materials.
