About this opportunity
The Maryland Department of Transportation, specifically for Talbot County, is seeking competitive bids for hand mowing and landscaping maintenance services along US 50 Ocean Gateway through Invitation for Bid (IFB) TAMOW5026. The procurement involves zero turn mowing, hand mowing, and weed eating across approximately 12.96 acres, with up to 14 potential maintenance cycles during summer 2025. Key deliverables include comprehensive mowing services encompassing medians, shoulders, and grass islands, with specific requirements for detailed hand mowing around infrastructure elements such as signs, light poles, traffic poles, utility poles, culverts, catch basins, and guardrails. The solicitation covers roadway segments from mile point 12.960 to mile point 3.46, requiring contractors to perform continuous 60-inch zero turn cuts and precise hand mowing in areas inaccessible to large equipment. The bid is due on April 8, 2025, with contractors expected to invoice upon completion of each full maintenance cycle. Bidders must carefully follow the Price Form Instructions, including precise pricing submissions and comprehensive cost calculations that incorporate all labor, overhead, administrative, and operational expenses.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documents, potential bidders must comply with Maryland procurement regulations outlined in COMAR 21.05.02.12. The contract appears open to qualified landscaping and maintenance contractors with appropriate equipment and expertise in roadside vegetation management. Pricing will be evaluated on a per-cycle basis, with the total potential contract value dependent on the number of cycles completed, estimated at 14 cycles covering approximately 12.96 acres per cycle. The solicitation suggests a flexible engagement model, with potential for leftover maintenance cycles in subsequent seasons. Bidders are required to submit their pricing through the electronic Maryland Marketplace Advantage (eMMA) platform, with careful attention to detailed pricing protocols. Although specific budget ranges are not disclosed, contractors should be prepared to provide comprehensive, competitive pricing that fully covers the specified maintenance requirements along the US 50 Ocean Gateway in Talbot County.
