About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for five complete hand-held specialty GPS units with high-accuracy GNSS receiver capabilities on behalf of the Department of Transportation under RFQ #17A 190301-256, with quotations due March 14, 2019 by 4:00 p.m. Eastern Standard Time.

The units must be palm-sized, rugged (IP-67 rated), battery-powered GNSS receivers capable of concurrent GPS, GLONASS, Galileo, and BeiDou satellite utilization. Performance specifications require two-foot accuracy at 95% confidence and one-foot accuracy at 66% confidence using SBAS/WAAS corrections, with RTK/VRS correction capability for sub-foot accuracy. Units must support Bluetooth interfacing with iOS, Android, and Windows mobile devices; Apple iAP2 and Bluetooth SPP protocol support; ESRI Collector compatibility; sub-one-pound weight; and field-replaceable battery packs with 12 or more hours of operation. Deliverables include charger cables, vehicle charging adapters, and replacement batteries for each unit.

Delivery is required by April 15, 2019. All bid prices must be submitted with Free on Board (FOB) Destination shipping terms inclusive of all costs to Augusta, Maine. Questions were due 48 hours prior to the closure date through the State's AdvantageME Vendor Self Service system. Bid submissions required signed Appendix A (Bid Cover Page and Debarment Form), Appendix B (Detailed Specification Checklist), detailed itemized quotes on company letterhead, product data sheets, and warranty information. Evaluation was conducted on a best value basis considering product quality, specification conformity, delivery timeframe, and State interests, with award determined by lowest price among conforming bidders. The State reserved the right to reject any bidder with documented poor performance or contract termination within the preceding five years. No best and final offers were requested; bidders were expected to submit best value pricing with their initial quotation.
