About this opportunity
The Commonwealth of Kentucky Department of Corrections is soliciting proposals for operation of Reentry Service Centers (halfway houses) and Recovery Kentucky Centers providing residential reentry and substance use disorder treatment services to felons, probationers, parolees, and pre-release offenders, with proposals due October 14, 2026, at 3:30 PM ET under RFP 758 2500000122. The Department determines facility locations and resident placement based on current offender population needs; vendors are not guaranteed a minimum bed quantity and must be fully operational at contract effective date.
Vendors may propose new, renovated, or existing structures complying with all applicable federal, state, and local laws, including Prison Rape Elimination Act standards and Department of Corrections policies. Reentry Service Centers must offer at least two evidence-based reentry programs; Recovery Kentucky Centers must provide substance abuse programming and comply with federal Housing and Urban Development requirements. Facilities do not require secure perimeter features such as barbed wire. Vendors must maintain 24-hour awake supervision, conduct background checks on all employees, implement staff training (minimum 32 hours annually), and submit monthly operational reports. The Department conducts announced and unannounced inspections at least four times annually for Reentry Service Centers and twice annually for Recovery Kentucky Centers.
Compensation is fixed per diem: Reentry Service Center beds range from $27.62 to $40.37 per day depending on offender classification; Recovery Kentucky Centers are reimbursed at $33.61 to $34.64 per day. Monthly invoices are paid within thirty days of approval; no payment is made for residents on medical leave exceeding three consecutive days, court overnight stays, or extended furloughs. The Department assumes 100 percent of overnight hospital costs and pre-approved outpatient surgeries with general anesthesia; vendors bear all other operational costs, including local anesthesia procedures, emergency room treatment, and substance abuse program delivery. Vendors may collect up to 25 percent of participants' gross pay upon employment as the only additional charge beyond per diem. The contract term is indefinite, with the Department reserving the right to terminate on thirty days' notice. The Commonwealth intends to award multiple contracts on a rolling basis throughout the solicitation period. Eligible vendors include nonprofit organizations, small businesses, and multiple organizations operating through subcontracting arrangements. Vendors claiming resident bidder, qualified nonprofit corporation, or qualified nonprofit agency status under Kentucky statutes must submit an affidavit under KRS 45A.110 and 45A.115. All proposals must include technical solution, cost proposal, and proprietary information submitted electronically in three sealed parts. Addendum Six, issued September 8, 2025, updated EEO and nondiscrimination language.
