About this opportunity
The Texas Health and Human Services Commission (HHSC), on behalf of the Department of State Health Services (DSHS), is requesting bids for habilitation consumables and equipment for Richmond State Supported Living Center under IFB HHS0017594, with responses due July 15, 2026 at 10:30 a.m. Central Time and questions due by July 7, 2026.
The scope consists of ten specialized communication and adaptive devices from Enabling Devices: Cheap Talk 4 In-Line Direct, Basic Talk 4, Put-Em-Arounds, Compartmentalized Communicators, Talkable 6 Spinning Communicator, Adapted Garden Spray, Adapted Music Kit, Big Talk, CD Boom Box Control Center, and Cheap Talk 8-6 Levels. One unit of each item is specified in the initial requisition (No. 334700), though the IFB structure functions as a blanket requisition with quantities adjustable based on program needs throughout the contract period. Respondents must use NIGP codes 78553 (communication aids and devices) and 28778 (educational and training equipment).
Pricing must be firm and fixed on the provided price sheet for the life of the contract, with all labor, equipment, materials, supplies, and related expenses included in unit rates. Price adjustments are permitted only at HHSC's discretion and may correlate to Consumer Price Index data for Bureau of Labor Statistics Region VI or Federal Minimum Wage increases, supported by documentation.
The initial contract term runs September 1, 2026 through August 31, 2027, with an option for HHSC to extend for one additional year at its sole discretion. Submission may be made electronically via email, through the HHS Online Bid Room, or by hand/overnight delivery of a USB drive. Evaluation criteria include compliance with IFB requirements and specifications, delivery performance capability, and price, with award made to the bidder offering best value rather than necessarily lowest price. HHSC reserves the right to make single or multiple awards. No set-aside or incumbent contractor is identified. HUB Subcontracting Plans are encouraged but not required. No guarantee of volume or compensation is provided; all contracts remain subject to appropriations and fund availability.
