About this opportunity
The State of Hawaii Department of Transportation Highways is requesting bids on maintenance of landscaped areas and inspection and repair of irrigation systems on the H-3 Freeway and adjacent segments in the Koolaupoko District, Oahu (Project H3(630BC-61D)-01-26C), with proposals due July 24, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must hold a valid State of Hawaii Specialty Contractor's C-27 license at the time of bidding, and the contractor and responsible managing employees must demonstrate a minimum two consecutive years of C-27 licensing experience plus valid Landscape Industry Council certifications as Certified Landscape Technicians in both exterior maintenance and irrigation.
The scope encompasses mowing, edging, trimming, weeding, shrub and tree care, invasive plant removal, and debris collection across multiple highway segments; sprinkler system maintenance, repair, and inspection; and miscellaneous materials and work. Bids are structured on a monthly unit-price basis for landscape maintenance (Bid Item 1), litter collection documented through collection logs (Bid Item 2), and miscellaneous work at cost-plus (Bid Item 3). The initial contract term is twelve months from the Notice to Proceed, with four optional one-year extensions available for a total not to exceed sixty months, subject to satisfactory performance and state appropriations. A two percent price escalation applies upon each contract renewal. Monthly payments are net of five percent retainage, which ceases after six months of satisfactory performance.
Contractors must obtain performance and payment bonds equal to fifty percent of the contract price, submit tax clearance from the Hawaii Department of Taxation and IRS, and provide workers' compensation and commercial general liability insurance of at least one million dollars per occurrence with the State named as additional insured. Personnel working in traffic control zones must be MUTCD-trained and certified; fall-protection competent persons must be on site for applicable work. Liquidated damages are assessed at five percent of the unit price for each calendar day of failure to maintain satisfactory conditions. Questions and substitution requests are due July 9, 2026 at 2:00 p.m. HST. Contract award will be made within sixty calendar days of bid opening to the lowest responsive and responsible bidder.
