About this opportunity
Harford County Department of Procurement, Maryland is requesting bids for gutter cleaning and maintenance services at 29 county-owned facilities, with bids due November 4, 2026 at 1:00 p.m. EST and questions due October 27, 2026.
Bidders may service one or more geographic areas within the County; no requirement exists to service all locations. The County reserves the right to award to one or more contractors and assign individual locations based on bid results. Prequalification is not required. All bidders must be registered to do business in Maryland and in good standing with Harford County with no outstanding taxes or fees. Bidders must submit references for two comparable projects completed within the past two years, preferably public or commercial sector work.
The scope covers cleaning and maintenance of gutters and associated materials at 29 facilities. Services are scheduled for spring (March), summer (June), fall (September), and winter (November–December) each year. Most locations require two annual visits; three facilities (Heat Center and Liriodendron) require four visits annually. Pricing must be submitted as cost-per-cleaning with calculated total yearly cost per site. All prices remain firm for the first contract year; escalation requests thereafter are limited to one adjustment annually, not to exceed the lesser of CPI-U or 3 percent.
The contract term is one year from execution, with Harford County retaining the exclusive option to extend for up to four additional one-year renewal periods under identical terms. Work must commence within ten business days of approval. Contractors must notify the County at least two business days before service commencement. Detailed invoices, including service dates, work descriptions, and before-and-after photographic evidence, are due within 60 days of job completion.
Contractors must maintain Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Auto Liability, Workers Compensation, and Commercial Umbrella coverage, all naming Harford County as additional insured. All costs—labor, materials, tools, transportation, equipment, and personal protective equipment—are included in bid prices. Bid submission is exclusively through the Bonfire portal.
