About this opportunity
Santa Rosa County Board of County Commissioners is seeking sealed bids for the Gulf Breeze Library Flooring Replacement project, a comprehensive flooring renovation initiative. The procurement involves removing existing flooring and cove base, and installing new 24" x 24" carpet tiles and 4" vinyl cove base throughout the library's carpeted spaces. Specific project requirements include polyolefin-backed carpet tiles with a level loop surface, solution dye method, and a 10-year limited wear warranty, as well as thermoplastic rubber vinyl cove base with a matte finish. The flooring contractor will be responsible for moving shelving, demolishing existing carpet, and installing new materials, with coordination required with Facility Management to avoid project delays. A non-mandatory pre-bid meeting is scheduled for April 23, 2025, at 11:00 a.m. at the Gulf Breeze Library located at 1060 Shoreline Drive, Gulf Breeze, FL 32561. Interested bidders must submit questions through the Santa Rosa County e-Procurement Portal by 12:00 pm on April 30, 2025, with electronic bid responses due no later than 10:30 am on May 8, 2025.
The county actively encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, emphasizing non-discrimination based on race, color, religion, national origin, disability, sex, or age. Bidders must submit comprehensive documentation including certificates of insurance, proof of business authority, a 5% bid guarantee, professional references, and conflict of interest forms. Specific insurance requirements include workers' compensation, commercial general liability, and business auto liability coverage. The Board of County Commissioners reserves the right to waive bid irregularities, reject any or all bids for documented reasons, and ultimately award the contract to the bid deemed most advantageous to Santa Rosa County. While a specific budget range is not explicitly stated, the project will be bid as a lump sum, indicating a fixed-price procurement approach. The county's procurement strategy demonstrates a commitment to competitive and inclusive bidding processes that support diverse local business participation.
