About this opportunity
The California Department of General Services, Procurement Division (DGS-PD) is issuing an Invitation for Bid (IFB) to establish a multi-year statewide contract for guardrail end treatment parts mandatory for use by the California Department of Transportation (Caltrans) across Districts 1–12, with bids due June 30, 2026 at 2:00 PM PT and a mandatory bidders' conference on June 22, 2026 at 2:00 PM PT via Microsoft Teams.
Award is by group; bidders must bid on all line items within a group to be considered for that group's award. The five bidder groups cover Brifen MGT and O-Post systems (45 line items), Lindsay guardrail components (29 line items), Road Systems Inc. W-Beam guardrail sections and hardware (30 line items), Valtir Soft Stop systems and MASH terminals (154 line items), and Mondo Blocks plastic configurations (750 units). All equipment must be new and current-production models; used, shopworn, refurbished, demonstrator, prototype, or discontinued models are not acceptable. All offerings are drawn from the Caltrans Authorized Materials List for Highway Safety Features, which reflects Build America, Buy America Act (BABA) domestic-content requirements.
The contract term is two years with three optional one-year extensions. Historical spending shows approximately $5.17 million over three years from current contracts, with Trinity Highway Products accounting for $4.75 million and Barrier Systems, Inc. for $423,118. Pricing is F.O.B. destination with freight prepaid by the contractor; prices must use the state's Pricing Workbook (Attachment 1) with no more than two decimal places. The minimum order threshold is $500. Actual purchase quantities are not guaranteed.
Bidders may claim optional preferences including a 5% small-business preference, Disabled Veteran Business Enterprise (DVBE) incentive participation, or Target Area Contract Preference Act (TACPA) considerations. Mandatory certifications include California Civil Rights Laws Certification, Iran Contracting Act certification, and Federal Debarment Certification. Contractors must provide customer service weekdays from 8:00 AM to 5:00 PM PT, designate a Contract Manager, and complete delivery within 30 calendar days of order receipt. Bids must be submitted via email to CMU@dgs.ca.gov.
