About this opportunity
The State of Georgia, specifically Fulton County, is issuing an electronic Request for Proposals (eRFP) through the Board of Regents of the University System of Georgia on behalf of Georgia State University to establish a Campus Card Banking Partnership for the PantherCard ID program. The procurement seeks a qualified financial institution to provide comprehensive banking services integrated with the university's existing card program, targeting students, employees, and affiliated individuals. The contract will be an open agency agreement with an initial one-year term and potential for four one-year renewals. The primary objectives include maintaining and expanding the functionality of the PantherCard program while delivering high-quality, convenient retail banking services. The solicitation was posted on March 10, 2025, with proposals due by April 10, 2025, and interested financial institutions must carefully review the Technical Proposal document for complete procurement details. Evaluation will likely focus on the proposer's ability to meet the university's specific banking service requirements and enhance the existing campus card infrastructure.
While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears open to qualified financial institutions capable of meeting Georgia State University's campus banking partnership requirements. The solicitation does not indicate restrictions based on business size, minority status, or disadvantaged enterprise classifications. No incumbent vendor information is provided, suggesting this may be a new or re-competed contract opportunity. The technical integration will require the selected financial institution to coordinate closely with the University's Campus Services department to ensure seamless implementation of banking services within the PantherCard program. Although a specific award value or budget range is not specified, the contract's scope suggests a potentially significant partnership with comprehensive banking service expectations for a major metropolitan university. Interested financial institutions should carefully review all procurement documentation to understand the full scope of requirements and potential partnership opportunities.
