About this opportunity
James City County is soliciting Two-Step sealed competitive bids for the Grove Neighborhood Stormwater and Sanitary Sewer Improvements project, with bids due November 12, 2026. Bidders must be contractors licensed in the state of Virginia with demonstrated capability and capacity for stormwater and sanitary sewer work.
The project constructs a Regenerative Stormwater Conveyance (RSC) system to replace a failing concrete channel at 123 Whiting Ave (PIN 5230900001A). The 3.89-acre parcel has 0.30 acres of total disturbance, and the general area is overgrown with vegetation and neighborhood-generated debris. The work also replaces approximately 83 linear feet of sanitary sewer pipe, identified in the source as 8 RPM (Reinforced Plastic Matrix) pipe, with C900 PVC. The source states the existing pipe is incorrectly labeled as iron on Sheet G5 (Existing Conditions). Sewer replacement occurs within the roadway and is followed by full-width repaving of the affected portion of Church Street. The segment serves 40 residential properties with an average daily flow of 6,400 gallons per day. The contractor bears full responsibility for sewage conveyance by any appropriate means and methods while preventing spills.
