About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases is soliciting bids for grout and backer rods to support Elliott County operations. The procurement seeks 200 bags of non-shrink grout funded through state funds and 200 bags of non-shrink grout funded through federal funds, along with 3,000 feet of 1/2 inch backer rod from state funds and 3,000 feet of 1/2 inch backer rod from federal funds. All materials must comply with Section 835.22 and 835.23 of the 2012 Standard Specifications for Road and Bridge Construction, with grout supplied in 20 and 50 pound bags from the approved materials list and backer rod shipped on 200-foot reels. Delivery must be made FOB to specified KYTC locations with 48-hour advance notice required for coordination. The Request for Bids was issued on December 17, 2018, with a deadline for bid submission of January 8, 2019, at 10:00 AM Eastern Time; written questions must be submitted by December 27, 2018, with responses provided by addenda on December 28, 2018. Evaluation will utilize a best value ranking approach allocating 95 points to price and 5 points to delivery time, with the tentative award date of January 31, 2019. Pricing must be quoted on an FOB Destination basis with vendors responsible for all freight charges, and a one percent daily deduction from invoices will apply for each day delivery is late.
The resulting Master Agreement will commence no sooner than February 1, 2019, through January 31, 2020, with options to extend for additional one-year periods with written approval from both parties; no price increases are permitted during the first twelve months, with only one increase allowed thereafter if supported by documentation of industry-wide changes. Vendors must submit required affidavits addressing campaign finance compliance, tax obligations, resident bidder status if applicable, and qualified bidder status if applicable. Materials procured under federal funds must comply with FHWA 1273 requirements and Buy American provisions, requiring that steel, iron, and manufactured products be produced in the United States with documentation maintaining proof of country of origin. The FHWA-1273 form establishes mandatory compliance requirements including nondiscrimination provisions based on race, religion, sex, color, national origin, age, and disability, Davis-Bacon wage requirements, contract work hours and safety standards, and suspension and debarment certifications. All bids must remain valid for a minimum of 90 days following the bid closing date. No specific budget range or award value is provided in the solicitation documents, though the contract represents a Master Agreement structure with potential renewal options extending contract value over multiple years.
