About this opportunity
The State of California Military Department, Office of the Adjutant General, is requesting bids for groundwater and soil vapor gas monitoring and reporting services at Stockton Field Maintenance Shop #24 under IFB, with bids due October 7, 2026 at 3:00 p.m. PST and questions due September 30, 2026 at 3:00 p.m. A Small Business Preference at five percent applies if applicable; the Military Department has waived DVBE requirements but encourages DVBE subcontractor participation.
The scope spans twelve months (December 1, 2026 through November 30, 2027) and includes annual groundwater monitoring of nine existing monitoring wells using static water-level gauging and low-flow purging; annual soil vapor gas monitoring of four soil vapor wells with leak testing; sample collection following clean-to-dirty methodology and EPA protocols; laboratory analysis; project management; monthly status reporting; and comprehensive annual reporting to comply with Central Valley Regional Water Quality Control Board requirements. The contractor must coordinate with facility personnel at least five business days prior to sampling and participate in a kickoff meeting within fifteen days of the Notice to Proceed. Field documentation and physical parameter measurements are included. The scope may expand to include one new groundwater monitoring well and associated nested soil-vapor wells if construction is completed during the contract term; however, quarterly sampling of new wells is excluded and will be performed under a separate contract.
The Military Department seeks a single lump-sum bid inclusive of all labor, equipment, materials, permits, and fees. The prime contractor must self-perform at least twenty percent of total contract work. Contractors must maintain workers' compensation insurance, general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance of $1,000,000 per occurrence if applicable; all policies must name the Military Department and State of California as additional insureds. The contract is subject to prevailing wage requirements at eighty-five percent of state salary and benefit costs for similar positions. Bidder site visits are not required but are permitted upon request. Bid opening occurs October 8, 2026 at 9:00 a.m. Award will be made to the lowest responsive bid from a qualified, responsible bidder. Funding is contingent on state budget appropriation for each fiscal year.
