About this opportunity
The State of California Military Department is requesting sealed bids for groundwater and soil vapor gas monitoring and reporting services at Stockton Field Maintenance Shop #24, located at 8020 South Airport Way, with bids due July 29, 2026 at 2:00 p.m. The work commences on or around September 1, 2026 and concludes March 1, 2028.
A Small Business Preference applies; small business bidders claiming preference must commit to subcontracting at least 25 percent of their net bid price to certified small businesses and provide documentation of such commitments. The Military Department has waived DVBE participation requirements but encourages DVBE subcontractor involvement.
The scope includes annual groundwater monitoring of nine existing monitoring wells, annual soil vapor gas monitoring of four soil vapor wells, and comprehensive reporting on sampling activities. Work requires project management, a kickoff meeting within 15 days of Notice to Proceed, monthly status reports, coordination with facility personnel for site access, groundwater gauging and sampling using low-flow bladder pump methodology with physical parameter measurements, soil vapor gas sampling following EPA and California Environmental Protection Agency protocols, and documentation in GeoTracker format. The prime contractor must self-perform work equivalent to at least 20 percent of the total contract amount and hold a California Contractors State License Board license; all subcontractors must likewise be properly licensed.
The Military Department seeks a single lump-sum bid inclusive of all contractor costs. Award will be based on the lowest responsive bid from a qualified, responsible bidder after consideration of the Small Business Preference. The contractor must maintain general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, automobile liability insurance of $1 million per occurrence if applicable, and statutory workers' compensation coverage with employers' liability limits of $1 million. Questions are due by 2:00 p.m. on July 20, 2026. Site visits may be scheduled by contacting Christopher Russell at Bids@cmd.ca.gov.
