About this opportunity

The Michigan Department of Transportation (MDOT) Muskegon Transportation Service Center is requesting proposals for grounds maintenance and on-call snow removal services at its facility located at 2225 Olthoff Drive, Muskegon, Michigan, with proposals due October 19, 2026 at 3:00 p.m. Eastern. Written questions are due October 12, 2026, with answers posted by October 13. Two mandatory qualifications filter eligibility: all contractors and staff conducting chemical applications must hold Michigan Department of Agriculture and Rural Development (MDARD) Commercial Pesticide Applicator Certification in Categories 3B and 6, with proof of certification required at bid submission; additionally, all contractors and subcontractors must be registered with the Michigan Department of Labor and Economic Opportunity under Public Act 10 of 2023.

Scope includes weekly mowing of a 1.1-acre lawn site; spring and fall cleanup (up to two times annually); grounds maintenance including weeding and trimming; gutter cleaning twice per year; and on-call snowplowing and shoveling outside business hours. A designated Key Personnel account manager must maintain customer service availability during 7:30 a.m. to 4:00 p.m. Eastern time, with issue resolution required within 24 hours or on-site service scheduled within 72 hours. Pricing is structured as ten service line items covering mowing (estimated 30 annual occurrences), fertilizer and herbicide applications (4 occurrences), gutter cleaning (2 occurrences), general grounds maintenance (3 occurrences), snowplowing (20 on-call occurrences), shoveling (20 on-call occurrences), and optional services. Quantities are estimates only and weather-dependent.

The contract is effective December 8, 2026 through December 7, 2027, with renewal options for up to four additional one-year periods at the State's sole discretion. Prices must be firm for the entire contract length. Contractors must comply with Michigan Prevailing Wage Act requirements and maintain comprehensive insurance including $1,000,000 commercial general liability per occurrence. Liquidated damages of $1,000 plus $50 per day apply for late or improper completion. The State may award to a qualified disabled veteran-owned or service-disabled veteran-owned business if applicable. Proposals must be submitted through the SIGMA VSS online portal with all required forms completed; failure to complete the pricing schedule as requested may result in disqualification.
