About this opportunity
Dinwiddie County, Virginia has issued a Request for Quotations (RFQ) for grounds maintenance services at off-site county property locations. The procurement seeks a qualified vendor to maintain approximately 23.09 acres across 21 different locations throughout the county, with services required from March through October annually. Deliverables include mowing grass to a maximum height of 5 inches, weed eating and trimming around structures and fences, tree limb maintenance, debris removal, and sidewalk blowing at designated sites. Two locations require service every three weeks and may require tractor and bush hog equipment with turf tires, while the remaining 19 locations require service every 10-12 days, with work at manned trash sites restricted to 7 a.m. to 7 p.m. Monday through Saturday or 1 p.m. to 7 p.m. on Sundays. Qualified contractors must maintain a Dinwiddie County Business License, operate an office or shop within 40 miles of the County Government Complex, hold minimum insurance coverage of $1,000,000 Commercial General Liability and $1,000,000 Automobile Liability, be registered with the Virginia State Corporation Commission if applicable, and provide three references for similar work completed with government entities. The contract award will be based on best overall value considering price, availability, experience, and proposal information. Quotations are due on April 15, 2026 at 2 p.m. EST via the County's website, with the contract term extending from the award date through December 31, 2026, plus an optional one twelve-month renewal period.
There are no stated set-aside designations or disadvantaged enterprise restrictions identified in this procurement. Contractors must submit lump sum base bids covering all locations with all costs for materials, labor, equipment, travel, mileage, insurance, permits, and overhead included, with no additional costs permitted. No subcontracting is allowed under this contract. The County retains the right to add or delete locations as needed during contract performance and will conduct inspections to ensure compliance with specifications. Payment will be made monthly as a lump sum for the season, with the contractor assuming responsibility for all equipment damage and any damage caused by operations. No specific award value or budget range has been published in the RFQ materials, and the County is exempt from Virginia state sales and use taxes and will not reimburse federal, state, or local taxes.
