About this opportunity

The City of St. Cloud, Florida has issued Invitation to Bid (ITB) No. 2024-077 for Grounds Maintenance for City Ditches, a rebid solicitation seeking a single contractor to provide comprehensive mowing, trimming, and weed control services for multiple ditch locations throughout the city. The procurement covers sixteen distinct ditch exhibits totaling approximately 11.93 acres, with mowing cycles scheduled up to twelve times per year, though the exact number of cycles is not guaranteed. Bidders must be licensed to do business in Florida, possess a minimum of three years of public sector service experience, and hold all necessary certifications. The solicitation requires contractors to submit unit costs per "cut" for each of the sixteen ditch locations, with a non-mandatory pre-proposal meeting scheduled for May 9, 2024, at 9:30 am at Brown Chapel Road. Potential bidders must submit questions by May 17, 2024, and electronically submit bids through the city's procurement portal by May 28, 2024, at 2:00 pm, with a virtual bid opening to follow via Zoom.

The contract opportunity does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the solicitation indicates compliance requirements for small and minority business enterprises. Bidders must provide proof of insurance, submit a W-9 form, and complete various compliance documents including certifications regarding public entity crimes, drug-free workplace, and lobbying restrictions. The proposed agreement includes an initial three-year term with potential for two additional one-year extensions, and requires comprehensive insurance coverage including $1,000,000 per occurrence in general liability and workers' compensation. Contractors must comply with E-Verify requirements and Florida's Public Records law. While specific budget ranges are not detailed, the contract will be structured with payments processed through electronic funds transfer or P-card in accordance with Florida's Prompt Payment Act, with the City reserving the right to terminate the contract with 30 days' written notice.
