About this opportunity

Mt. San Antonio College is soliciting proposals for an on-call grounds equipment blade sharpening service contract covering the period from September 2025 through August 2030. The procurement seeks qualified contractors to provide comprehensive blade sharpening services for various grounds maintenance equipment, including lawn mowers, brush cutters, hedge trimmers, edgers, and chainsaws. Services will encompass blade removal, inspection, sharpening, reinstallation, and testing, with recommended maintenance every 8-10 mowing hours and seasonal sharpening. A mandatory pre-proposal meeting is scheduled for June 26, 2025, with proposal submissions due by July 30, 2025, and the contract anticipated to start on October 1, 2025. The evaluation process will utilize a three-stage approach, with a total possible score of 100 points distributed across experience (30 points), proposed fees (25 points), proposal completeness, references, staffing, and professional licenses. Contractors must submit electronic proposals via OpenGov and demonstrate expertise in equipment maintenance and blade sharpening services.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be required to provide a drug-free workplace, carry appropriate insurance, and comply with state and federal regulations, including Department of Industrial Relations (DIR) registration. The contract allows for potential extension for up to four additional one-year periods, with on-call consultant services typically involving projects less than $220,000. While no incumbent vendors are explicitly mentioned, contractors must meet comprehensive qualification requirements, including maintaining proper worker classifications, paying prevailing wages, and adhering to strict labor compliance regulations. The college reserves the right to negotiate with firms, award multiple contracts, and does not guarantee a minimum amount of work. Successful contractors will need to demonstrate technical proficiency, maintain proper certifications, and comply with detailed prevailing wage and labor regulations as outlined in the attached documentation.
