About this opportunity

The Texas Department of Transportation is requesting bids for Ground Penetrating Radar (GPR) Equipment under IFB 601440000053670, with responses due September 3, 2026 at 3:00 PM Central Time and questions due August 24, 2026. TxDOT has classified this solicitation as proprietary, believing the requested items are proprietary to one provider.

The scope specifies 10,002 units of the AIR2124 Sensor (Mk6 Version), manufactured by KONTUR AS. The AIR2124 is an air-launched GPR antenna array operating across 30 MHz to 4,500 MHz with 24 channels and a 2.1-meter effective scan width. The system includes integrated Real-Time Kinematic (RTK) GPS and Inertial Measurement Unit (IMU) positioning, embedded data collection software, and hitch-mount deployment capability for vehicles or light-weight trailers. Intended applications include pavement assessment, airport runway and taxiway evaluation, railway ballast inspection, and unexploded ordnance (UXO) detection. Delivery must occur at the TxDOT Austin District location (6230 East Stassney Lane, Austin, TX 78744) between 8:00 AM and 5:00 PM on business days.

Award will be made on best-value basis considering lowest price and ability to meet specifications in accordance with TxDOT Terms and Conditions. All prices must be firm, fixed, and all-inclusive on an F.O.B. destination basis with freight prepaid and included in the unit price. The response is irrevocable for 120 calendar days following the solicitation closing date. A post-award meeting may be required within 10 business days of award notification.

Respondents may claim bid preferences under Rule 34TAC 20.306 for Texas-produced supplies, USA-produced goods, products from economically depressed areas, service-disabled veteran-owned businesses, recycled or environmentally sensitive materials, energy-efficient products, and higher nutritional value foods. Submission requires a signed Execution of Bid, Texas Family Code Schedule (addressing child support certification under Texas Family Code Section 231.006), acknowledgement of any addenda, and a completed Bid Table. Vendors must register on the Euna Procurement system and be listed on the Texas Comptroller of Public Accounts' Centralized Master Bidders List. The tentative award date is September 10, 2026.
