About this opportunity

The Town of Groton, Connecticut is soliciting sealed bids for the installation of a new single wall stainless steel chimney extension onto an existing clay tile and brick masonry chimney at the Groton Police Station, with the addition of six guy wires for structural support. This Invitation to Bid (ITB), designated as Contract #26-13 (PWC 26-13), requires contractors to demonstrate competency in masonry work, stainless steel installation, and structural support systems. Bidders must complete the project within 60 calendar days from the Notice to Proceed, with liquidated damages assessed at $200 per consecutive calendar day for failure to meet the deadline. Sealed bids must be submitted to the Town Hall Annex, 134 Groton Long Point Road, Groton, Connecticut by 2:00 p.m. prevailing time on November 20, 2025, at which point bids will be publicly opened and read aloud; this deadline was extended by seven calendar days via Addendum #1. Bidders must acknowledge receipt of Addendum #1 by inserting its number and date in the proposal form, with failure to do so potentially resulting in disqualification. Contract documents, plans, and specifications are available on the Town of Groton website at www.groton-ct.gov and may be examined at the Town Hall Annex or Public Works Department. The primary point of contact for questions and information is Karl Klein at the Town of Groton, located at 45 Fort Hill Road, Groton, CT 06340, reachable at 860-441-6681 or kklein@groton-ct.gov.

The Town of Groton has adopted a local vendor preference policy whereby qualified local vendors within a 5 percent cost threshold of the lowest bid may be given the opportunity to match the low bid, though no specific set-asides or restrictions on organization types are specified in the solicitation materials. All vendors are eligible to respond to this solicitation. Bid security is required if the total bid amount exceeds $50,000 in the form of a certified check or bid bond equal to 10 percent of the tendered bid amount; if the project cost exceeds $50,000, a performance bond equal to 100 percent of the contract sum is required, and if costs exceed $100,000, a payment bond equal to 100 percent of the contract sum is also required. Non-resident contractors must post a guarantee bond or cash bond with the State of Connecticut Department of Revenue Services equal to 5 percent of the total contract price. All contractors must provide certificates of insurance naming the Town as an additional insured, comply with prevailing wage rates if the contract exceeds $100,000, and meet all Connecticut General Statutes and occupational safety and health requirements. The Town will retain 5 percent of the final contract price for a period not to exceed six months from the date of final acceptance. No estimated contract value has been provided in the solicitation materials, and the Town reserves the right to reject any or all bids and to award the contract to the lowest responsible bidder or the bidder most responsive to the Town's interests.
