About this opportunity

The City of Battle Creek, located in Calhoun County, Michigan, is seeking bids for the Grinding and Removal of Woody Debris at the Brice Pit compost facility through Invitation for Bid No. 2026-017B. The project involves the removal of approximately 9,130 cubic yards of woody debris resulting from a tornado in mid-May 2025, situated at 715 W River Road. Contractors are required to process debris including brush, branches, limbs, and partial tree trunks using methods such as grinding, chipping, or hauling, with burning explicitly prohibited. The bid submission deadline is September 4, 2025, at 3:00 pm local time, with a mandatory pre-bid conference scheduled for August 25, 2025, at 1:00 pm. Bidders must submit a 5% bid bond and will be required to provide performance and labor/materials payment bonds covering 100% of the contract value. The project must be completed by February 28, 2026, with work limited to Monday through Friday, 7:00 am to 5:30 pm, excluding holidays. Contractors must comply with prevailing wage rates and local, state, and federal regulations, with liquidated damages of $100 per calendar day assessed for missing project deadlines.

The procurement appears to be open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. The City of Battle Creek will fully fund the project without federal or state funding involvement. Bidders are expected to submit a comprehensive lump sum bid that covers all project aspects, including mobilization, overhead, permits, bonds, insurance, labor, materials, and equipment. The city reserves the right to reject any or all bids and will award the contract to the most advantageous bidder. While specific budget ranges are not explicitly stated, the comprehensive nature of the bid requirements suggests contractors should be prepared to provide a detailed, all-inclusive pricing structure. The project's scope and complexity indicate that bidders should have substantial experience in debris removal, grinding, and processing, particularly in post-disaster cleanup scenarios. Potential contractors should be equipped with appropriate heavy machinery, have environmental compliance capabilities, and demonstrate the ability to efficiently manage large-volume woody debris removal within the specified timeframe.
