About this opportunity

The City of Salisbury, North Carolina is requesting proposals for demolition and reconstruction of two wooden pedestrian greenway bridges along the Salisbury Greenway system, with bids due October 23, 2026 at 3:00 p.m. A mandatory pre-bid meeting is scheduled for October 9, 2026 at 8:00 a.m. at City Memorial Park Cemetery. Projects exceeding $40,000 require the contractor to hold a valid North Carolina General Contractor's License.

The scope covers complete demolition and reconstruction of two existing pedestrian bridges—one off Grove Street in Memorial Park Cemetery and one off Old Mocksville Road on the Stanback section—with new components matching the existing structural dimensions, design appearance, and load capacity while meeting all applicable ADA guidelines. New bridge components must integrate with existing headwalls in a similar fashion to current installations. Each bridge must be reopened to pedestrian traffic within 30 calendar days following commencement of demolition. The City notes uncertainty regarding the weight capacity of the existing bridges; contractors must size new components to meet or exceed the original structures' load capacity.

The contractor must furnish all labor, supervision, equipment, tools, transportation, and materials. Insurance requirements include Worker's Compensation with employer's liability minimum of $1 million, General Liability with minimum limits of $1 million per occurrence, and Automobile Liability with combined single limits of $1 million. Bid pricing shall be FOB Destination with all transportation charges prepaid and included in the bid price, and must include applicable North Carolina sales tax. Offers remain valid for 60 days from bid opening. Payment terms are net 30 days after receipt of a correct invoice or acceptance of goods, whichever is later.

The contractor must obtain all required permits and inspections, comply with e-verify requirements, and adhere to all applicable federal, state, and local laws, codes, and OSHA safety requirements. All removed bridge materials and components remain the City's property unless otherwise authorized. Questions regarding specifications are due October 15, 2026 at 3:00 p.m. The City reserves the right to terminate or cancel the contract at any time with written notice of at least 30 days. Award will be made to the lowest responsive, responsible bidder based on price, quality, performance, and time specifications.
