About this opportunity
The USDA Farm Production and Conservation (FPAC) Business Center Western Section is requesting quotes for greenhouse repairs and electrical work at the Norman A. Berg Plant Materials Center in Beltsville, Maryland (Prince George's County), under a 100% small business set-aside, with quotes due September 16, 2026 at 2:00 p.m. ET. This is a total small business set-aside under NAICS 238990 (All Other Specialty Trade Contractors) — all responding firms must qualify as small businesses.
The scope includes a new electrical hookup for a lab trailer, electrical upgrades for the North and South greenhouses and upper garage, foundational repairs and re-parging for both greenhouses, and commercial-grade greenhouse door replacement for one greenhouse. Offerors must submit pricing as a single line item for "Exterior Greenhouse Repairs" and provide three past performance references. Construction wage rate requirements apply per wage determination MD20260121 (June 4, 2026). The contractor must furnish all labor, materials, equipment, and supervision; maintain required insurance; submit performance and payment bonds if required; provide an approved safety program; and comply with OSHA standards (29 CFR Parts 1910 and 1926).
The project magnitude is between $25,000 and $100,000. Contract performance must begin within 12 calendar days of award and be completed within 45 calendar days thereafter. Award will be made to the offeror whose offer is most advantageous to the Government based on price and past performance evaluation. The Government will conduct price/cost realism analysis and may reject quotes determined to be unrealistically low or materially unbalanced. Offerors with no past performance information will be rated neutrally. A non-mandatory but highly recommended site visit is scheduled for August 25, 2026 at 10:00 a.m. at 8791 Beaver Dam Road, Beltsville, MD 20705. Contact Bobby Copenny II (contract specialist) at bobby.copenny@usda.gov or Brian T. Dwyer (contracting officer).
