About this opportunity

The Texas Department of Criminal Justice is soliciting bids on industrial vactoring, pumping, cleaning, and disposal services for grease interceptor systems at multiple TDCJ facilities statewide under IFB 696-FD-26-B047, with bids due October 19, 2026 at 3:00 p.m. CT. A VetHUB subcontracting goal of 3.00% applies where subcontracting opportunities are probable; all responding vendors must submit a completed State of Texas Subcontracting Plan as a condition of bid responsiveness, whether self-performing or engaging subcontractors.

The scope encompasses industrial vactoring, pumping, cleaning, and removal services across approximately 100 TDCJ facilities distributed throughout Texas to maintain compliance with local, state, and federal wastewater regulations. Services cover grease interceptor systems with an aggregate capacity exceeding 1.1 million gallons. Service frequency is quarterly at most units, with monthly service required at Clemens, Huntsville, and Memorial Units. Three currently idled units (Neal, Rudd, Ware) may reopen; TDCJ reserves the right to add or remove facilities at any time. Services must be provided Monday through Friday between 7:00 a.m. and 11:00 p.m. CT with 24-hour advance notice. No subcontracting is available beyond the VetHUB participation goal.

The contract term is a nine-month base period from December 1, 2026 through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. Pricing is structured as firm fixed-price per gallon for vactoring, pumping, and cleaning disposal, with separate hourly rates for on-site time, equipment, labor, and emergency services. TDCJ does not guarantee a minimum volume. Contractors must maintain workers' compensation, commercial automobile liability with $1 million combined minimum, commercial general liability with $1 million per occurrence and $2 million aggregate, and environmental impairment/pollution liability with $1 million per occurrence and $2 million annual aggregate. The pre-bid conference is September 24, 2026 at 10:00 a.m. CT; written clarification questions are due September 30, 2026 at 12:00 p.m. CT.
