About this opportunity
The City of Fort Worth is seeking proposals through Request for Proposal No. 26-0104 for grease trap cleaning and waste removal services on an as-needed basis to support the Park and Recreation and Public Events Departments. The scope of services encompasses routine and emergency servicing of grease traps and septic/waste tanks ranging from 500 to 6,000 gallons across multiple facilities including the Fort Worth Convention Center, Will Rogers Memorial Center, Amon Carter Parking Garage, and various municipal golf courses, with an anticipated annual waste removal volume of approximately 200,000 gallons. Vendors must provide complete removal of liquid, solids, and residues via vacuum with extended hoses of at least 70 feet, wall scraping, hydro-jetting, deodorizing, and pressure washing as applicable, with routine service requests to be fulfilled within 24 hours and emergency requests within four hours, seven days per week between 7:00 AM and 5:00 PM unless otherwise authorized. Minimum qualifications require vendors to possess at least five years of experience providing grease trap and waste removal services, maintain a location within a 50-mile radius of Fort Worth, hold TCEQ Type V certification or provide documentation of an approved waste disposal facility, and possess 70-foot extended tank hoses. Proposals will be evaluated on a best-value basis using the following weighted criteria: Small Business utilization (up to 30 points), ability to meet service needs (25 points), licensing and qualification requirements (15 points), experience with similar projects (10 points), and cost (20 points), with proposals scoring below 50 percent of available non-price points ineligible for award. The proposal submission deadline is March 19, 2026, with submissions required electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, and vendors must submit questions through the portal's Vendor Discussion section prior to the questions due date.
The City of Fort Worth has established a 30 percent Small Business participation goal for this procurement, requiring at least 30 percent of the total awarded contract value to be subcontracted or spent with certified Small Business firms, which may be achieved through self-performance by a prime contractor that is a certified small business or utilization of certified small business subcontractors. All small business firms must hold current certification from an organization approved by the City Manager prior to bid submission, with copies of certifications required to accompany the proposal, and failure to complete small business documentation or submit current valid certifications may result in zero points awarded for the small business criteria. Selected vendors must maintain Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability coverage of $1,000,000, Workers' Compensation at statutory limits, and Professional Liability coverage of $1,000,000 per claim and aggregate. The draft Vendor Services Agreement establishes an initial contract term with up to one designated number of one-year renewal options at the City's sole discretion, with pricing submitted on a per-gallon basis for removal and disposal, and the City will not reimburse separate trip fees, truck fees, fuel surcharges, or other charges not listed on the bid table. No incumbent vendors, current contractors, or budget ranges are specified in the available documentation. Vendors must complete and submit all required forms including Form W-9, Texas Conflict of Interest Questionnaire, Small Business Utilization Form, Authorized Signature and Questionnaire, and any applicable Deviation Forms, with payment to be made in accordance with the Texas Prompt Payment Act on Net 30 Days terms.
