About this opportunity

Palm Beach County, Florida issued a Request for Quotation (RFQ) for the purchase and delivery of gravity sewer manhole frames and covers, with quotations due on April 8, 2022 at 4:00 p.m. local time. The County seeks to procure 100 units of 7-inch high manhole frames and covers branded with Palm Beach County Water Utilities Department logos and compliant with the County's Minimum Engineering and Construction Standards (WW 31). Only two manufacturers are acceptable for this procurement: US Foundry 420-KD and EJ Corp. 1072 Series (Frame EJ 1072Z, Lid EJ 1072 A1). All shipping and freight charges must be included in unit pricing with delivery F.O.B. destination to the Central Region Operations Center at 8100 Forest Hill Boulevard, West Palm Beach, Florida 33416, with delivery required within fifteen weeks of purchase order receipt. The County will award the contract on an all-or-none basis to the lowest responsive and responsible quoter, with successful vendors required to provide a factory/manufacturer warranty covering defects in materials and workmanship effective upon delivery and acceptance. Vendors must register in the County's Vendor Self Service (VSS) system and submit a Commercial Non-Discrimination Certification and, if applicable, a Drug-Free Workplace Certification.

The procurement incorporates several preference provisions and set-asides to encourage participation from targeted business enterprises. The County extends a 5% preference to qualified local businesses with a permanent place of business in Palm Beach County and an additional 5% preference to Glades businesses providing services within the Glades area. Small, Minority, and Women-Owned Business Enterprises (S/M/WBE) certified by Palm Beach County at the time of quote submission may receive preferential consideration if their quote falls within 10% of the lowest responsive, responsible bid. All subcontractors must be registered in the VSS system prior to submission. The County reserves the right to purchase additional quantities within twelve months of award at the quoted prices under the same terms and conditions. While no specific budget range is provided in the procurement documents, the contract value will be determined by the unit pricing submitted by responsive bidders multiplied by the 100-unit minimum requirement, with potential increases based on the County's option to purchase additional quantities.
