About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids on grave relocation services for four individuals from the Noble Family Gravesite on KY 205 in Breathitt County to Jackson Cemetery, with bids due July 7, 2026 at 1:30 PM Eastern Time through the Kentucky Vendor Self Service system. This is a federally funded project (Federal Highway Administration) requiring a licensed funeral director under KRS Chapter 316. The tentative award date is July 17, 2026.
The scope includes disinterment and removal of remains, provision of reinterment containers, transportation of remains (15 miles), removal and reinstallation of two double monuments (3-0 x 0-6 x 2-0 with 4-0 x 1-0 x 0-6 bases) and one single monument (2-6 x 0-6 x 2-0 with 3-0 x 1-0 x 0-6 base), temporary grave markers, site access and brush removal (3 hours), and trenching for a fourth gravesite (4 hours). All work must be completed within thirty days of receiving notification to commence, weather permitting. Jackson Cemetery retains responsibility for opening and closing reinterment plats, seeding, and pouring monument footers. Detailed records must be maintained throughout the process.
Compensation provides 90% payment upon work completion and 10% upon the Grave Relocation Agent's determination that all work is satisfactory and damage-free within 180 days. Contractors missing the 30-day completion deadline forfeit 1% per day from invoices. Bidders must submit a performance bond equal to 100% of contract price (or $20,000 minimum if under $20,000), Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, and Automobile Liability Insurance if applicable. The contract carries a 0% Disadvantaged Business Enterprise goal and is subject to Davis-Bacon Act wage determinations and Buy America/Build America Buy America Act compliance. Written questions closed June 23, 2026 at 4:00 PM; responses were posted by June 26.
