About this opportunity
The City of Petersburg, Virginia is soliciting sealed bids under IFB 129949 for on-call grass cutting and debris removal on Notice of Violation properties and city-owned properties, with bids due October 29, 2026 at 2:30 p.m. at the Procurement Office. The opportunity record lists Suffolk City as the jurisdiction and November 9, 2026 as the due date, so confirm the deadline and issuer against Addendum #1, posted October 22, 2026, which modifies the original terms and requires bidder acknowledgment. The question deadline of October 22, 2026 at 12:00 p.m. has passed. Bid opening is virtual via Microsoft Teams.
The City intends to award up to four separate contracts to furnish all labor, materials, and equipment for as-needed mowing, litter pickup, debris removal, and trimming around sidewalks and structures across the City's jurisdiction. The City received 1,525 Notice of Violations in 2025, and properties are listed in Exhibit A. Pricing is a total hourly rate for a minimum crew of four properly trained and supervised staff. Award goes to the lowest responsive and responsible bidder(s) on a "Grand Total" basis, with consideration of past performance, references, experience, financial resources, and ability to meet service requirements.
The initial term is three years, with options for two additional one-year renewals. The City reserves the right to extend up to an additional 12 months, and the Special Terms and Conditions permit up to four successive one-year renewals. Prices may adjust at renewal based on the CPI Table 4 "Other Services" category, with no increases for 365 days after the effective date. Contractors must respond to mowing requests within 24 hours, work Monday through Friday during daylight hours only, and comply with OSHA standards. Weekly invoices must include before-and-after photographs, purchase order numbers, dates of service, locations, and hours per location. Required insurance is Workers' Compensation, General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability of $1,000,000 per occurrence and $2,000,000 aggregate, with the City named as additional insured. Bids must include current business licenses, bidder qualifications, references, equipment lists, contact information, and SCC registration documentation. The City may conduct on-site facility inspections before award and reserves the right to reject any or all bids.
