About this opportunity
Hyde County Sheriff's Office, North Carolina, is requesting proposals for comprehensive grant writing, strategy, appropriations support, and grant management services across federal, state, regional, foundation, nonprofit, and corporate funding sources, with proposals due August 28, 2026 at 5:00 p.m. ET and questions due August 21, 2026 at 5:00 p.m. ET.
The scope encompasses grant strategy development and opportunity identification, application writing and submission management, post-award administration, compliance and reporting, project management and implementation support, and closeout services. Proposers must demonstrate capability across pipeline management, award negotiation, project scheduling, budget tracking, and audit-ready documentation. The RFP emphasizes federal compliance under 2 C.F.R. Part 200 (Uniform Guidance), FEMA regulations, North Carolina statutes, suspension and debarment screening, lobbying restrictions, civil rights requirements, E-Verify compliance, and public-records law. Proposers must disclose subcontractors, conflicts of interest, and suspension or debarment status and document small-business and socioeconomic outreach consistent with federal and state requirements.
Pricing must be submitted on a transparent hourly-rate or fixed-fee basis for labor categories including grant strategists, senior grant writers, grant managers, financial specialists, project managers, and supporting roles, with rates remaining firm for the initial contract term except as expressly allowed in the final contract. Cost-plus-percentage-of-cost and percentage-of-construction-cost compensation methods are prohibited. No minimum work is guaranteed; the County may issue task orders or notices to proceed as needed.
The contract carries an initial three-year term with the option for up to two additional one-year renewals at the County's discretion, subject to appropriations and satisfactory performance. Evaluation follows a best-value selection weighted across grant strategy and opportunity identification (20 points), application development quality and relevant results (20 points), post-award management capability (20 points), key personnel and capacity (15 points), appropriations and nontraditional funding experience (10 points), quality controls and audit readiness (5 points), and price and value (10 points). The anticipated award date is September 3, 2026. The County retains all work product and deliverables upon payment.
