About this opportunity
The Texas Division of Emergency Management (TDEM) is requesting qualifications from one or more independent certified public accounting firms to provide grant compliance monitoring and administration services under RFQ TDEM-RFQ-1545, with qualifications due March 10, 2026, at 4:00 PM Central Time (extended from March 9 per Amendment #1). A VetHUB subcontracting plan with a 1% Disabled Veteran HUB goal is required.
The scope encompasses complex grant administration, financial and programmatic compliance monitoring, technical assistance, applicant briefings, project site inspections, compliance reviews, fraud detection, and training support for approximately 2,000 subrecipients across all eight TDEM regions. Services cover federal disaster-related grants administered through FEMA Public Assistance, Hazard Mitigation Assistance, Fire Management Assistance Grants, and state mutual aid reimbursement activities. Respondents must demonstrate a minimum of three years' experience in public assistance and hazard mitigation federal grant administration, hold current CPA certification for partners and CPA or PMP certification for senior managers, provide three comparable projects completed within the past decade, and submit audited financial statements and three professional references.
TDEM anticipates awarding one or more indefinite delivery, indefinite quantity (IDIQ) master agreements with no guaranteed minimum volume. The base contract period extends from award through August 31, 2027, with four optional one-year renewal periods and potential 90-calendar-day extensions not to exceed six months total. Pricing is determined through post-selection negotiation on an as-needed basis for individual project assignments and must comply with 2 CFR Part 200, the Stafford Act, 44 CFR, and applicable FEMA policies. Respondents must submit a 20-page maximum Statement of Qualifications, signed Execution of Offer, current resumes, professional references, Certificate of Insurance, VetHUB subcontracting plan, Non-Collusion Affidavit, and a separate sealed pricing schedule through the AggieBid portal. Questions were due February 12, 2026, with answers posted by February 19, 2026. TDEM reserves the right to award to one or more contractors and makes no representation that awards will be made.
