About this opportunity

Gladwin County Emergency Management is seeking a Grant Administrator through a Request for Proposal (RFP) for a Community Development Block Grant Disaster Recovery (CDBG-DR) Infrastructure Project. The project aims to install 8 large diameter wells strategically placed at fire stations, township halls, and other properties to improve water supply access for fire suppression throughout the county. Key deliverables include comprehensive project management tasks such as establishing project files, ensuring regulatory compliance, financial management, procurement assistance, Davis-Bacon project oversight, and monitoring through project closeout. The proposal must be submitted by 4:00 PM on January 30, 2025, to Robert North via email, in-person, or by mail. The evaluation criteria will be points-based, considering factors including cost (20 points), number of existing CDBG projects administered, firm's proximity to the project site, years of experience, reference responses, and additional points for specific business classifications.

The RFP encourages participation from certified business classifications, including Section 3, Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Disadvantaged Business Enterprise (DBE) firms. Bonus points will be awarded to proposals from businesses meeting these classifications. The total project budget is estimated at $1,500,000, with an additional $5,000 allocated for local permits. The contract will be awarded as a firm fixed-price contract to the lowest responsive and responsible bidder. The lowest-cost proposal will receive maximum price points, with other proposals receiving proportionally reduced points. The ultimate goal is to select a grant administrator who can effectively manage the county's critical infrastructure water supply project, which is designed to improve fire suppression capabilities by providing multiple water access points that can operate during various environmental conditions, including power failures and flood scenarios.
