About this opportunity

The Ohio Department of Natural Resources is seeking competitive bids for compensatory wetland mitigation credits to offset permitted impacts from the Prairie Creek Littoral Wetland Embankment Maintenance project, with proposals due October 30, 2026.

ODNR requires 1.0 acre of wetland mitigation credits from an Interagency Review Team (IRT) approved mitigation bank with released credits: 0.8 acres of Category 3 Non-Forested Wetland credits, 0.1 acres of Category 3 Forested Wetland credits, and 0.1 acres of Category 2 Forested Wetland credits. Credits must originate from the Upper Wabash watershed (HUC 05120101). If credits are unavailable in that watershed, respondents may propose alternative mitigation consistent with OAC 3745-1-54, including a combination of mitigation bank credits, in-lieu fee programs, or establishment of a permittee-responsible mitigation site on behalf of ODNR.

The mitigation bank vendor shall not charge ODNR a deposit fee for credit reservation and must hold credits until permits are finalized and a mitigation agreement is executed. Following contract finalization and payment, the vendor shall provide documentation of credit purchase to ODNR for submission to the United States Army Corps of Engineers in support of Nationwide Permit 3 Verification and Director's Authorization (U.S. Army Corps File LRH-2026-516-WAB, Ohio EPA Director's Authorization Application 262892D).

The project will impact 0.006 acres of Category 2 Forested Wetland, 0.005 acres of Category 3 Forested Wetland, and 0.315 acres of Category 3 Non-Forested Wetland in Meigs County.
