About this opportunity
The Colorado Department of Public Safety is seeking mechanical contractors through a Design/Bid/Build procurement for the Grand Junction Maintenance Project 2026-239M25 at the Colorado Bureau of Investigation facility located at 2797 Justice Drive, Grand Junction, Colorado. The primary scope of work involves replacement of three Trane Intellipak rooftop HVAC units with three AAON gas-fired VAV packaged rooftop units, replacement of three P-K Thermific boilers with three Lochinvar Crest boilers, replacement of the building automation system from Trane Tracer SC+ to Alerton Compass 2 BAS with distributed controllers, complete interior and exterior lighting fixture and control replacement, shooting range ventilation system upgrades with new exhaust filtration, and associated mechanical and electrical upgrades to support the 38,794 square-foot, 24/7 manned facility. Qualified bidders must demonstrate no prior termination by the State for non-performance, operation under the same business name for at least two years, documented experience on at least two projects exceeding $1.5 million in hard costs, and bonding capability up to $1.5 million. The estimated project cost is $1,298,916.00, with construction anticipated to commence June 15, 2026, and conclude June 15, 2027. Key dates include a mandatory pre-bid conference and site tour on March 30, 2026, at 2:00 p.m., a Request for Clarifications deadline of April 17, 2026, a Final Addendum anticipated on May 1, 2026, sealed bid submittals due May 11, 2026, at 9:00 a.m., and a virtual public bid opening on May 12, 2026, at 12:00 p.m. Award will be made to the lowest responsible bidder taking into account Colorado resident bidder preference provisions, with award intent notification anticipated for May 14, 2026, and contract approval expected May 29, 2026.
Per Colorado law, at least 80 percent of all work must be performed by Colorado resident labor, making this a significant restriction on contractor eligibility. A bid bond of not less than five percent of the total bid is required, with payment and performance bonds of not less than 50 percent of the contract value mandated pursuant to C.R.S. 38-26-106. The project is subject to the Buy Clean Colorado Act requirements for environmental product declarations and mandatory compliance with state prevailing wage rates, apprenticeship utilization certifications for mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing work, and use of the LCPTracker labor compliance application. Contractors must verify all measurements and materials, comply with all applicable state and local laws, and meet all conditions outlined in the sample Contractor's Design/Bid/Build Agreement and General Terms and Conditions, with any exceptions to be communicated in writing before the bid closes. The project requires comprehensive compliance with the 2024 International Building Code, Mechanical Code, Energy Conservation Code, Plumbing Code, and Fuel Gas Code, along with the 2023 National Electrical Code and local Grand Junction ordinances. Additionally, equipment substitutions must be submitted at least five days prior to bid for engineer approval, with the contractor responsible for all coordination, structural modifications, and redesign costs associated with approved substitutions, and the shooting range must be recertified to EPA and OSHA standards by a qualified industrial hygienist upon project completion.
