About this opportunity

The State of Colorado Department of Public Safety is soliciting competitive sealed bids for the Grand Junction Maintenance Project 2026-239M25, designated as Notice Number 01, Project Number 2026-03M25, for comprehensive HVAC and lighting system upgrades at the Criminal Behavior Institute (CBI) facility located at 2797 Justice Drive, Grand Junction, Colorado. The project scope includes replacement of three rooftop HVAC units with AAON gas-fired VAV packaged units, replacement of three boilers with new Lochinvar equipment and circulation pumps, replacement of shooting range exhaust fans and makeup air units, gas piping routing, complete building automation system replacement from Trane Tracer SC+ to Alerton Compass 2 with distributed controllers, and removal and replacement of all interior and exterior lighting fixtures with new LED systems incorporating 2024 IECC compliance standards. Bidders must meet minimum qualifications including two years of operation under the same business name, documented experience on at least two projects exceeding $1.5 million in hard costs, and bonding capacity up to $1.5 million, with a bid bond of not less than 5% of the total bid and performance and labor and material payment bonds of not less than 50% upon contract award required. Critical deadlines include a mandatory pre-bid conference and site tour on March 30, 2026, at 2:00 PM (attendance required for qualification), clarification request deadline of April 17, 2026, final addendum anticipated May 1, 2026, bid submission deadline of May 11, 2026, at 9:00 AM via email, public virtual bid opening on May 12, 2026, at 12:00 PM, award notification anticipated May 14, 2026, contract approval expected May 29, 2026, and construction commencement anticipated for June 15, 2026, with substantial completion targeted for June 15, 2027. The estimated project cost is $1,298,916.00.

The project is subject to Colorado prevailing wage requirements per C.R.S. 24-92-Part 2, state apprenticeship utilization certification requirements per C.R.S. 24-92-115 for mechanical, electrical, and plumbing trades, and the Buy Clean Colorado Act per C.R.S. 24-92-117, which mandates Environmental Product Declarations for eligible materials. Colorado labor must be employed to perform at least 80% of the work, and the mechanical contractor serves as the primary agent responsible for selection and management of all subcontractors. No specific set-asides for disadvantaged enterprises or minority-owned businesses are noted in the procurement documents; however, all contractors must comply with applicable Colorado labor and apprenticeship utilization standards. The project involves integration with the existing facility infrastructure, specifically the replacement of legacy Trane building automation and lighting control systems with new Alerton Compass 2 technology, as well as coordination with ongoing facility operations and the need for EPA and OSHA recertification of the shooting range by an industrial hygienist following construction. Final settlement will be advertised in accordance with C.R.S. 38-26-107(1) for this project, which exceeds the $150,000 threshold for public notice requirements.
