About this opportunity
The Metropolitan Transportation Authority (MTA) is soliciting bids for delivery, installation, configuration, testing, and commissioning of an upgraded security system at Grand Central Terminal under an A + B Bidding Contract, with proposals due October 14, 2026. The contract carries a 50% Enhanced Utilization Credit (EUCI) incentive for use of MWBE firms certified by Empire State Development as having had limited or no prior MTA contracting opportunity, effectively doubling utilization credit weight for eligible participants.
The scope encompasses a network system, video surveillance system, access control system, intrusion detection system, and associated electrical systems; removal and disposal of existing equipment; furnishing and installation of new communication equipment (Category 6 and fiber optic cables with conduits); and new electrical equipment (circuit breakers, uninterruptible power supplies, power cables, and conduits) across existing communications rooms. Work includes phased cutovers and full commissioning.
The estimated contract value ranges from $5 million to $10 million, funded entirely by the MTA. WBE utilization is 15%, MBE utilization is 15%, and Service-Disabled Veteran-Owned Business (SDVOB) participation is 6%.
Performance is at Grand Central Terminal in New York County. A virtual pre-bid meeting via Microsoft Teams is scheduled for September 1, 2026 at 10:00 a.m.; prospective bidders must contact jedidah.theodore@mtacd.org to register. A site tour is scheduled for September 2, 2026 at 10:00 a.m. at the GCT Clock, Upper-Level Concourse.
