About this opportunity

The City of Santa Cruz, California is soliciting qualified and experienced contractors for graffiti abatement services, with responses due November 17, 2026. The work covers City limits and water equipment and property in water services areas outside City limits.

Services include paint application (up to 99% color match of the surface), water or pressure washing, and chemical abatement on sidewalks, bridges, medians, paths, fences, light poles, street signs, trees, sewer outlets, and other surfaces. The surfaces specification guide sets surface-specific methods, and contractors must be capable of treating each surface type.

The Cost Proposal Template requires per-work-order pricing for routine and emergency requests, plus minimum daily charges, submitted separately for one, two, and three days per week service tiers. Quoted costs must be all-inclusive of labor, materials, and equipment.

The Best Management Practices evaluation form addresses dust and runoff control, paint-over versus power washing selection, inlet protection, runoff containment, spill cleanup, and brush and container cleaning. Evaluators document site locations where problems are observed and explain any instances where recommended practices were not used. Contractors must comply with City Storm Water Best Management Practices, the Living Wage Ordinance for contracts exceeding $10,000, and prevailing wage requirements if the services constitute public work under California Labor Code Section 1720 et seq.

The Professional Services Agreement template requires Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability of $2,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, statutory Workers' Compensation, and Data Security and Privacy Liability of $5,000,000 per occurrence and $5,000,000 aggregate. Work begins upon a written Notice to Proceed. Compensation may not exceed the budget without a written amendment. The City pays itemized monthly invoices within 30 days of receipt, may renew annually by letter agreement, and may terminate for any reason on 10 calendar days' written notice.

The opportunity was posted October 27, 2026. The cost template and BMP form were posted September 28 and September 3, 2026, respectively, and the PSA template was posted September 3, 2026.
