Contractors must possess valid California State License Board (CSLB) licensing including C-31 Construction Zone Traffic Control and either an A/B General Contractor or C-33 Painting and Decorating license with C-61/D-38 Sand and Water Blasting endorsement, along with Department of Industrial Relations registration and comprehensive insurance coverage. The contractor must provide a web-based and mobile Service Request system, traffic control capabilities, and submit to quarterly performance reviews while maintaining prevailing wage compliance. Written questions are due by 1:00 p.m. on April 9, 2026, with bids due by 2:00 p.m. on April 16, 2026; bid opening occurs on April 16, 2026 at 2:30 p.m., with an estimated award date of April 30, 2026. The agreement term runs from May 1, 2026 through April 30, 2029, with bidding on two line items: graffiti removal at a per-square-foot rate (estimated 200,000 square feet) and traffic control for shoulder closures at an hourly rate (estimated 150 hours).
A five percent small business preference is available for certified small businesses or contractors subcontracting 25 percent of net bid price to certified small businesses, with an additional five percent disabled veteran business enterprise (DVBE) incentive available for bids demonstrating 100 percent verified DVBE participation, subject to a combined incentive and preference cap of $100,000.
