About this opportunity

The Wisconsin Department of Transportation is requesting bids on grading, base aggregate dense, asphaltic pavement, guardrail installation, and incidental work on the Baldwin-Menomonie Hall Estate Road/160th Street project (B-17-0216) over Interstate 94 in Dunn County, with bids due October 13, 2026.

The scope includes grading, dense base aggregate, asphaltic pavement placement, and guardrail and cable barrier installation as shown on the plans. Work is subject to strict traffic-management constraints on IH 94: lane closures are limited to non-peak hours with a lane rental fee of $4,000 per lane per direction per hour (charged in 15-minute increments). Peak-hour windows vary by season (pre-Memorial Day, Memorial Day to Labor Day, and post-Labor Day). The contractor must coordinate with utility providers including AT&T Wisconsin, CenturyLink, Dunn Energy Cooperative, Level 3 Communications, and Windstream KDL for relocations and clearances prior to construction commencement. Special provisions address endangered bat habitat avoidance, migratory bird nest deterrent systems, erosion control, and asbestos notification. The contractor must install and maintain a basic traffic queue warning system and bird deterrent systems at specified structures.

Bidders must hold a properly executed annual bid bond on file with the Wisconsin DOT and a digital ID with Info Tech Inc. for electronic submission through Bid Express. Bids are submitted electronically before the designated closing time on the last business day preceding the letting; paper bids are discouraged. The contractor must begin work within 10 calendar days of receiving written notice from the engineer and provide a start date to the engineer within one month of executing the contract. A good and sufficient surety bond covering both performance and payment in the full contract amount is required. Bidders must submit a list of subcontractors with at least 48 hours' written notice before bid closing. Compliance with Wisconsin Statutes regarding workers' compensation, non-discrimination in employment, and debarment certification is mandatory.
