About this opportunity

The State of Maine Division of Purchases is requesting bids on GPS units and software, with bids due January 29, 2015.

The procurement encompasses GPS hardware devices and associated software solutions. Technical specifications, quantity requirements, and functional capabilities are detailed in the attached GPS Unit and Software 2015.pdf document. Bidders must certify suspension and debarment compliance under 49 CFR Part 29, Executive Orders 12549 and 12689, and 31 U.S.C. 6101; bidders unable to provide full certification must acknowledge this and provide written explanation to the State of Maine.

Awards will be made to the lowest responsible bidder considering best value, with evaluation factors including quality of goods or services, conformity to specifications, purpose for use, and delivery date. In tie-bid situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine, or services rendered by Maine-based contractors. The state reserves the right to award on an item-by-item basis or as a group, whichever serves best interest.

All quotes must be submitted electronically and will close at 2:00 p.m. local time on January 29, 2015. Pricing must be submitted as separate unit prices for each item, delivered to destination and inclusive of all trade or quantity discounts. Cash discounts for payment made 20 days or more after delivery are considered in bid evaluation; discounts under 20 days are not considered. All transportation charges, including freight and express costs, must be prepaid by the contractor unless otherwise specified. The state is exempt from federal and Maine state sales and use taxes, and quotes should exclude these taxes. Contractors must furnish items exactly as specified on the purchase order; any deviation may result in rejection. The Division of Purchases reserves the right to increase or decrease quantities by up to 10 percent and to reject any or all quotes.
