About this opportunity

Palm Beach County Purchasing Department issued Invitation for Bid (IFB) solicitation #17-002/KM for GPS hardware, installation, monitoring, and repair services under a term contract. The procurement consists of two separate lots: Lot #1 serves all County departments excluding Palm Tran and requires 595 GPS units with monthly service monitoring, enhanced reporting capabilities, user login options, reports, and hourly repair services; Lot #2 is designated exclusively for Palm Tran and requests 60 CalAmp Model #LMU-3030 or equal GPS units with identical service components and repair provisions. Installation services must be provided during normal working hours Monday through Friday, with Lot #1 installations between 7:00 a.m. and 5:00 p.m. and Lot #2 installations between 9:00 a.m. and 5:00 p.m. The successful bidder will be awarded an initial twelve-month term with options to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds. Pricing must be submitted as firm, fixed unit prices for all line items, with prices remaining firm for ninety days from bid submission and throughout the initial and any subsequent term. Bid responses were required by October 20, 2016, at 4:00 p.m. Palm Beach County time. The contract will be awarded to the lowest responsive, responsible bidder on a lot-by-lot basis.

The County established a minimum fifteen percent (15%) Small Business Enterprise (SBE) participation goal for the solicitation, with bidders meeting the SBE goal deemed responsive; if the low bidder is non-responsive to the SBE requirement, the contract shall be awarded to the low bidder responsive to the SBE requirement provided the bid does not exceed the low bid by ten percent for contracts under one million dollars. Successful bidders must provide commercial general liability insurance at $500,000 per occurrence, business auto liability at $500,000 combined single limit, and workers' compensation insurance in accordance with Florida Statute Chapter 440. A one-year warranty against defects in materials and workmanship is required, and during the warranty period, the successful bidder must provide a loaner GPS unit of similar specifications if on-site repairs cannot be completed. The solicitation documents do not identify an incumbent contractor. The County reserves the right to acquire goods and services through State of Florida contracts if lower prices are available and to award other contracts for similar goods or services with differing specifications. No specific budget range or award value is provided in the available procurement documents.
