About this opportunity

The Ohio Department of Rehabilitation and Corrections is requesting proposals for GPS alcohol and drug monitoring services under RFP DRC270020-APA, with proposals due October 7, 2026. The solicitation seeks a single contractor to supply continuous alcohol monitoring devices, transdermal drug detection systems, ankle GPS monitoring alternatives, or other selected monitoring options for supervisees under the Division of Parole and Community Services.

Three mandatory qualifications filter eligibility: five years in business, prior service to county, state, or federal agencies of similar size to Ohio ODRC, and capability to provide both alcohol monitoring devices and continuous drug testing monitoring. Services must commence within three business days of referral and operate 24 hours per day, 365 days per year. The contractor must provide all hardware, software, training, installation, removal, maintenance, replacement, and system customization at no additional cost. Equipment must be hypoallergenic, water-resistant, shock-proof, and capable of cellular network connectivity. The contractor bears sole responsibility for preventive maintenance, repairs, and replacement due to normal wear and tear. All data remains owned by ODRC DPCS, with secure deletion required within 15 days of contract termination.

Estimated demand is approximately 100 active alcohol monitoring units daily and 1,000–1,500 individuals utilizing drug patches monthly. Pricing must include daily rates for each monitoring type, plus installation and removal costs per location, with all shipping, transport, integration, hardware, and service charges included.

Technical proposals are scored on a maximum of 340 points across offeror profile and capacity, references from similar projects within the past five years, staffing and key personnel, scope of work understanding, device specifications for tamper resistance and real-time tracking, system integration capabilities with DPCS case management systems, 24-hour customer service centers, and data migration services. Cost proposals constitute 85 points of a maximum 425 available points, using lowest-cost methodology. Top-ranked vendors may participate in contract negotiations, with potential demonstrations or proof-of-concept testing required. Proposals must be submitted through the OhioBuys platform. All vendors must complete the Affirmation and Disclosure Form certifying that services, data location, and operations remain within the United States in compliance with Executive Orders 2019-12D and 2022-02D.
