About this opportunity
The Capitol Region Council of Governments (CRCOG) is soliciting responses for a Request for Quotation (RFQ) seeking Government Relations and Lobbying Services. The procurement is designed to identify a qualified consultant to assist CRCOG with developing its annual Legislative Agenda and related advocacy efforts. Respondents must demonstrate substantial experience performing government relations, lobbying, and advocacy work specifically with the Connecticut General Assembly and executive branch, with additional desirable experience working with Connecticut's federal representatives and executive branch agencies. The ideal consultant will provide strategic guidance in developing legislative priorities, navigating policy landscapes, and representing CRCOG's interests across state governmental platforms. The solicitation opens on July 25, 2024, at 7:00 AM EDT and closes on August 26, 2024, at 2:00 PM EDT, with a vendor question and answer period running from July 25 to August 12, 2024. The contract term is intended to commence on November 1, 2024, for an initial three-year period with potential renewal options. Proposals must be submitted to Pauline Yoder at CRCOG's Hartford office by the specified deadline.
The RFQ does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond. All vendors are eligible to submit proposals, and no incumbent vendor information is provided in the documentation. The solicitation uses a single line-item structure with a quantity of 1.00 units and specifies Free On Board Destination delivery terms with vendor-specified payment terms. Notably, the RFQ does not disclose an estimated total contract value, making it difficult to ascertain the potential financial scope of the engagement. The procurement will be awarded as a single contract, and vendors are not permitted to enter negative values in their responses. Payment and specific financial terms will be determined through the vendor's proposal, suggesting flexibility in pricing and compensation structures for the selected government relations and lobbying consultant.
