About this opportunity
The City of Raleigh Transit Division is seeking a qualified contractor for installation of timepoint signs at designated GoRaleigh bus stops throughout the service area, with informal bids due August 28, 2026 at 5:00 p.m. via email. This project is federally funded through FTA grants and is subject to Davis-Bacon prevailing wage requirements (minimum $13.30 per hour) and DBE program modifications under the October 3, 2025 Interim Final Rule.
The scope covers installation of approximately 120 pre-printed timepoint signs on 34 fixed-route transit services using existing signposts without new post installation. The contractor will coordinate with City of Raleigh project manager Sara Tromba, receive installation instructions via spreadsheet, and pick up printed signs at the City Sign Shop with 1–2 days' notice. Required hardware includes 3-inch 5/16 bolts with nuts and washers. Work must be completed within 180 consecutive calendar days from Notice to Proceed and must occur between 9:00 a.m. and 4:00 p.m. Monday through Friday or on weekends for safety on NCDOT-maintained and major roads.
Bidders must hold a North Carolina business license and be registered with SAM.gov. A 5% bid bond is required if the bid exceeds $100,000. Bids remain effective for 45 days following opening. The contractor must maintain comprehensive safety programs, provide OSHA training documentation, and comply with federal civil rights laws, environmental protections, and Buy America provisions. Records must be retained for a minimum of three years after contract expiration. Federal funding assistance covers up to 80% under eligible FTA grant programs 20.500 through 20.531.
Questions are due August 14, 2026 at 12:00 p.m. noon. Any addenda will be posted by August 21, 2026. The work spans Wake County and Teachey Town within the GoRaleigh service area.
