About this opportunity

The City of Raleigh is requesting qualifications for construction materials inspection, testing, and special inspection services for the GoRaleigh Poole Road Facility Expansion project, with proposals due August 19, 2026. The City maintains a 13% Disadvantaged Business Enterprise (DBE) participation goal for transit division projects, and the contract will be financed in part by Federal Transit Administration funding subject to applicable FTA regulations and federal requirements.

The scope covers special inspections and construction materials testing for soils, concrete, masonry, structural steel, welding, cold-formed steel, sprayed fire-resistant material, smoke control systems, retaining walls, and post-installed anchors. Services will be provided on a periodic on-call basis, with potential for continuous inspection during active construction phases. The project encompasses a new two-story administration building, expansion of the maintenance building to accommodate four articulated BRT bus bays, and expansion of fueling lanes to provide a third CNG dispenser. The anticipated construction duration is 18 months with start in October 2026.

The selected firm must be ASTM-certified with calibrated laboratory and field equipment, employ properly trained and certified technicians, and retain a Professional Engineer registered in North Carolina to supervise all field reports. Proposals must include financial statements demonstrating financial stability—either audited or reviewed statements from an independent CPA, compiled statements with supporting documentation, or a certified statement from a licensed CPA verifying financial viability. All services must utilize Trimble Unity Construct for comprehensive project management and construction administration.

This is a Mini-Brooks Act selection under North Carolina General Statutes Chapter 143 Article 3D; pricing is not a determining factor, though hourly rates for all proposed personnel must be submitted in a separate sealed envelope. Questions are due July 29, 2026, with anticipated City responses by August 12, 2026. Evaluation meetings are anticipated for August 2026, interviews potentially scheduled for September 26, 2026, and selection announcement planned for September or October 2026.
