About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is requesting bids for golf course sand across ten line items totaling 585 tons to be delivered to nine state parks and resort parks, with bids due July 29, 2026 at 1:30 p.m. ET. Kentucky resident bidder preference and qualified bidder preference (both totaling fifteen to twenty percent of maximum points) apply under state statute.
The scope covers five specialized sand products — Short Mountain 70/30 Kiln Dried Sand, Short Mountain 60/40 Sand, Arms Select Topdressing Sand, Pine Bluff Materials Fine Sand, and Short Mountain Golf Sand — with quantities ranging from 25 to 110 tons per line item and delivery required within fourteen days of order receipt. Each product carries detailed particle sieve distribution and laboratory testing specifications; bidders must submit independent particle analysis reports, product specification sheets, and (where specified for particular line items) penetrometer and permeability/infiltration test results. The Commonwealth reserves the right to request product samples at vendor expense for independent verification prior to award.
Award is by line item to responsive bidders offering the best value based on three measurable criteria: price (100 points), fourteen-day delivery (pass/fail), and quality meeting specified particle analysis and laboratory testing requirements (pass/fail). Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, inclusive of all shipping and delivery charges, and remain valid for a minimum of sixty calendar days after the bid due date.
Bidders claiming resident or qualified bidder status must submit the corresponding affidavit (notarized and effective for one year from execution date) prior to award. Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate is required, with Automobile Liability Insurance required if vendors arrange delivery.
Written questions are due July 21, 2026 at 10:00 a.m. ET. Contact Keith Srutowski at 502-564-7007 for solicitation information.
