About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB 758 2100000275) on behalf of the Department of Parks for the establishment of a master agreement to supply golf course chemicals for eight state park golf courses located throughout Kentucky, including Grayson Lake, Lincoln Homestead, Kentucky Dam Village, Pennyrile Forest, Pine Mountain, Mineral Mound, Yatesville Lake, and Dale Hollow state parks. The procurement seeks twenty line items of fungicides, insecticides, herbicides, and plant growth regulators such as Thiophanate-methyl, Chlorothalonil, Propiconazole, Fluazinam, Azoxystrobin, Mefenoxam, Propamocarb, Tebuconazole, Trinexipac-ethyl, and Paclobutrazol, with quantities ranging from single units to 99 units depending on the chemical and receiving location. All products must be registered for use in golf course turf, and bidders must provide unit costs and line totals for each product while noting any applicable manufacturer rebates or early order program benefits with cash values included in the bid submission. The award methodology employs a best value ranking approach allocating 90 points to price and 10 points to delivery, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally; delivery time must be specified in working days with a one percent daily deduction from invoices for each day delivery is missed. Vendors' written questions were due December 4, 2020, at 12:00 PM EST, with bids closing on December 11, 2020, at 1:30 PM EST, and electronic submission through the Commonwealth eProcurement system was mandatory. The resulting master agreement shall be for an initial period of one year from the date of award, with options for four additional one-year renewal periods subject to written approval by all parties and potential renegotiation of terms and conditions, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies receive preferences of 20 percent and 15 percent respectively of maximum available points. All bidders must submit required affidavits demonstrating compliance with Kentucky statutes regarding campaign finance laws, sales and use tax registration, state tax payment obligations, and restrictions on boycotts of jurisdictions with which Kentucky maintains open trade; resident bidder status claimants must additionally demonstrate business authorization, Kentucky corporate income tax filing, unemployment insurance fund payments, and workers' compensation coverage for one year prior to contract advertisement. Required submittals prior to award include Revenue Form 10A100, Certificate of Authority for foreign entities, required affidavits, EEO forms if applicable, product labels for all bid items, and notification of any possible backorders or delays in product availability. The contract documentation does not identify an incumbent vendor or current contractor, nor does it specify a budget range or award value; however, the state obligates itself only to purchase quantities needed by its agencies during the contract term with no guarantee of future orders. All invoices are to be submitted to the Parks Central Office at 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601, with invoices issued by commodity line rather than by individual park.
