About this opportunity
The City of New Smyrna Beach is seeking proposals for a comprehensive golf cart fleet lease for the New Smyrna Beach Golf Course located in Volusia County, Florida. The procurement involves acquiring sixty (60) electric golf carts and one (1) range picker through a thirty-six month capital lease agreement, with an additional option to rent up to twenty (20) electric golf carts during peak seasons from January 1st through April 30th annually. Proposers must be qualified golf cart manufacturer's authorized dealers licensed to do business in Florida, with the ability to provide comprehensive leasing options and related services. The evaluation will be conducted using a 100-point system considering factors such as management summary, experience, references, trade-in value, leasing proposal, rental fees, proposed equipment, deliverable timeline, and repairs/warranty. Key proposal dates include a written questions deadline of May 9, 2025, and a proposal submission deadline of June 9, 2025, at 5:00 pm, with the lease expected to commence on October 1, 2025. Proposers must submit detailed specifications for electric golf carts, including two-passenger capacity, specific accessories, and performance standards, with quarterly payment terms.
The solicitation requires proposers to comply with various federal and state regulations, including Executive Order 11246 on nondiscrimination and equal employment opportunity. Contractors must provide comprehensive documentation including vendor information, organizational details, insurance compliance, non-collusion affidavits, and E-Verify compliance. While specific award value is not explicitly stated, the procurement involves a significant fleet investment with potential annual rental options. The city reserves the right to adjust rental quantities and will award the contract to the most advantageous proposer based on the evaluation criteria. Proposers must demonstrate compliance with Florida statutes regarding public entity crimes, scrutinized companies, employment eligibility, and workplace standards. The solicitation emphasizes transparency, with all submitted materials becoming city property and potentially subject to public review. Successful vendors must maintain public records, comply with Florida Statute 119, and be prepared to provide comprehensive maintenance, battery replacement, and service history for the golf cart fleet.
