About this opportunity
The Huron-Clinton Metropolitan Authority (HCMA) is seeking professional design services for a comprehensive electrical retrofit of the Lake Erie Golf Cart Barn located in Brooklyn Village, Wayne County, Michigan. The procurement opportunity, posted on July 3, 2025, with proposals due by July 29, 2025, requires a turn-key design solution for converting the existing golf cart barn to support an all-electric golf cart fleet. Specific deliverables include detailed electrical infrastructure designs, technical specifications, site investigations, surveys, permit acquisition, and potential solar charging system design. An optional pre-proposal site meeting is scheduled for July 14, 2025, at 10:00 A.M. at the golf course starter building. The evaluation criteria will focus on the proposing firm's capability, quality assurance, project understanding, experience, compensation structure, and client relations. The design must comprehensively address electrical circuit requirements for each charger, specific mounting considerations, and comply with electrical, ventilation, and storage facility planning guidelines. The anticipated project timeline includes design RFP award on August 14, 2025, construction beginning in winter 2025, and project completion expected by March 27, 2026, prior to the 2026 golf season.
The Request for Proposal does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The current construction budget for the project is $180,000, with the design services expected to cover comprehensive electrical infrastructure retrofit, potential solar charging feasibility, and complete construction specifications. While no incumbent vendors are mentioned, the project requires detailed technical proposals that demonstrate the proposing firm's expertise in electrical design, golf course facility infrastructure, and sustainable charging solutions. The design must integrate with existing golf cart barn infrastructure and provide a scalable solution for fleet electrification. Proposers will need to demonstrate personnel expertise, previous project experience in similar electrical retrofit and design projects, and the technical capability to develop a complete design package that meets all state and local government requirements for successful project implementation.
