About this opportunity

The City of Greenville, North Carolina is requesting qualifications from engineering firms to provide final design documents, permitting, and construction administration services for the Golden Road Drainage Improvements stormwater project, with qualifications due July 17, 2026. The City has established 4% Minority Business Enterprise and 4% Women Business Enterprise participation goals.

The scope spans three task orders: preliminary design including survey and hydraulic modeling; final design with environmental assessment, permitting, and bid services; and construction administration encompassing inspection, quality assurance, and project closeout. The project addresses flooding in an area between Greenville Boulevard, Golden Road, and Cedar Lane, encompassing private parking lots, public streets, apartment and townhome complexes, and Trinity Christian School. Funding derives from the City's Stormwater Utility Fund and may include federal funding, subjecting the contract to Title VI nondiscrimination provisions, E-Verify compliance, Iran Divestment Act certification, and suspension and debarment requirements.

The consultant selection is scheduled for July 24, 2026, with contract award anticipated by September 10, 2026. Final design is expected by September 2027, construction bids advertised in October 2027, construction awarded in January 2028, and project completion by October 2028. Evaluation criteria are weighted as follows: quality and completeness of response (20%), applicable team experience on similar projects (30%), qualifications of proposed personnel (20%), and methodology to meet objectives within schedule and budget (30%). The selected firm must maintain Commercial General Liability Insurance of at least $1 million per occurrence, Professional Liability Insurance of at least $1 million, Workers Compensation Insurance, and Commercial Automobile Insurance of at least $1 million per occurrence. All subcontractors and consultants must register as vendors with the City prior to performing services. Proposals are limited to 12 pages (excluding resumes and attachments) in searchable PDF format. Questions are due July 10, 2026. Contact J.P. Harrell, Construction Project Manager I, at 252.329.4887 or JHarrell@greenvillenc.gov.
